This is an old question, but I found it when looking for the same answer, so I'll answer with what I found out on my 99 Galant. There are 3 Phillips head screws connecting the bottom half of the cover to the top; one on each side of the steering wheel tilt lever and one just above the ignition switch. You'll need a fairly large screwdriver.to keep from buggering the heads. I found it easier to let the wheel all the way up to take them out. Once they are out, put the screws in your cupholder and use a thin, flat scraper or something similar and pry the two halves of the cover apart. The plastic is soft so don't mess it up too much. The top should work free now and be removed, and the bottom will easily flex down to get at the turn signal and windshield wiper stalks. Once you're finished, snap the two halves back together and put the three screws back.
Good luck!

with the bolts removed try gently prying it apart at the centre often they still lock in aswell as use screws so although you have removed the screws its still clipped together it should separate with some gentle assistance

Don't remove the lock cylinder! just break out the small plastic insert inside the upper panel where it slides over the lock cylinder and once its together you will be happy with the ease of installation and the ignition where the key goes in covers up the whole where that little bit of plastic once was
