When you experience this problem, check to see if your brake lights are coming on. It could be as simple as a brake light switch malfunction. If the brake lights are functioning as the problem is occurring then you could for example have a problem with the shift interlock solenoid.

IT SOUNDS LIKE THE IAC VALE OR IDLE AIR CONTROL VALVE IS BAD, WHAT YOU CAN DO IS TAP ON THE VALVE. IT IS LOCATED ON THE INTAKE RIGHT BEHIND THE THROTTLE BODY, JUST TAP ON THE SILVER PART WITH THE BACK OF A SCREW DRIVER A COUPLE OF TIMES. THIS SHOULD UNSTICK THE VALVE AND YOUR TRIBUTE SHOULD RUN. THEN IT IS JUST A MATTER OF REPLACING THE VALVE. YOU CAN GET THEM FROM ANY AUTO PARTS HOUSE.

If you have some mechanical ability you should be able to check and repair the problem. First thing you need to do is to set parking brake and block wheels(for safety). Now remove the cover for the shifter and make sure you can see the end of the shifter and watch as you move the shifter does the shift cale move. This is where your problem most likely lies, the shift cable is most likely broken. If you find that the cable is not moving. You can also check this by looking at the transmission and seeing if the linkage moves, that way you don't have to take the shifter apart. That way if you don't want to try it at least you will know that it is the cable. That is usually what happens.
