My 1999 Plymouth Voyager has electrically operated windows. The drivers side window started failing intermittantly and the finally failed in the closed position. About the same time the passenger side rear vent window began having intermittant problems and finally failed in the closed position. Can this be caused by a defective master window control module located on the drivers side door.

Ok..that is a strange one.. I am going to hazard a guess and suggest you look to the AC compressor.
When you run the defroster the ac compressor comes on..typically whenever the outside temp is above 40 degrees.. the ac compressor kicks in to dry out air inside.
Often when it rains.. the windows fog.. you turn on the defrost.. the ac compressor tries to come on.. and.. there ya go.. rather there your serpentine belt goes.
Several things could cause this.. worn belt.. failing belt tension-er... or failing ac compressor..
If the ac compressor is frozen meaing it will not turn..when the electric clutch on the front engages.. it would cause the pulley to stop turning.. and the belt would have a hard time staying on a non rotating part.
Or if the belt tension-er is bad..or the belt is worn.. when the additional load of the compressor kicks in.. it jumps off.
With regard to the windows not operating, yes it may be as easy as a fuse however there has been issues with the solder joints on the PIN connection to the gauge cluster. The issue being that over time thru vibration and such one of these solder joints will fail (happened on or 1999) you can repair this though. You will have to remove all of the trim from around the driver's side dash board, this will include the trim towards the center of the dash. Once these pieces are remove you'll need to remove the gauge panel (I believe (4) allen head screws) carefully bring the panel and release the wire clip from it. Looking at the back of the panel, where the plug was, carefully with plenty of light look for one of the pins to have a failed solder joint. It will be very faint however the failed joint will be a fine dark line around the pin. To correct use a small soldering iron and reheat this solder until it wants to flow, let it cool and reassemble. Hi, I have a 2002 Chrysler voyager (UK) which had the same problem with the drivers window. This issue went on for over 2 years, and I even bought new window runners from the US but still had issues! I have now fixed the problem. The bushes in the window motor had worn to a degree that contact got weaker until no contact was being made at all. I stripped the moter down (easier than I thought) and replaced the brushes at a cost of aroung £5 ($8), now the window is functioning better than it did when I bought at 2 years old, plus I did the same to the passanger window and that improved too. It is USUSALLY just the rocker switch in the door there. Water drips on it when window is open during wet weather. This causes the contacts under that switch to corrode. Those are simple an easy to replace. Pop off the inside door panel (screw under the inside door latch handle, 2 or 3 screws under the arm rest - then plastci pop screws all around the sides and bottom. these can just pull out. Then it lifts off the top ledge. turn it and you'll see the switch still attached to the panel. try cleaning - will probably need replacement.
Could very well be the BCM, Body control Module, Seemingly all electronics for these vans go to and from the BCM. The fact that a number of items have failed makes me feel the BCM is suspect. These can be purchased used, found under the hood by the fuse box, drivers side.
you need to go over your entire wiring harness, under the hood and inside the dash. Start with the ground wire on the battery and work your way inside. It sounds like there is a loose ground wire somewhere
