This has been a common problem in fords. The issue is generally simple to fix. The Problem is the ignition switch. Not the Ignition tumbler where the key goes in but, the actual Electrical portion of the Switch.
Because you have not listed the exact year and model I will tell you that the ignition switch is generally located directly across from the key. This requires removing the sterring column cover over the ignition, just behind the steering wheel. Once removed you will see a switch located on the opposite side of the keys( Generally on the left) It will have a push on wiring harness and 2 or 3 mounting screws. Simply remove the wiring clip, remove the screws and then remove the switch. A switch can be purchased at your auto parts dealer. I do not recommend using a junk yard part unless you want to do this again in a few months.

Power winidows, wipers, dome lights not working on 1998 explorer

This could be a combination of electrical issues, although i feel that the timing is coincidence in this case. When the combination is elec. windows, wipers, and dome lights this is indicative of the GEM module located behind your radio. The GEM (generic electronic module) is an electronic body control module that regulates electrical flow through a number of accessories.

These factory module boards are notorious for acting quirky by failing to ground intermittently until failing completely. I would be cautious in replacing ignition switches, locks, etc. as the issue can be also compounded by corrosion of the main battery ground wire in the engine compartment and which can cause frying of your under dash wiring into the main wiring harness which can get expensive (i speak from experience having had the exact same syptoms). My issues were that these symptoms occurred only in full ON. When in key BACK ACC mode, they disappeared.

New price for one of these modules is around $280-$300 and easily replaced.

Good Luck

Gearshift locked, no power windows, interior lights, wipers

For starters, do you have brake lamps? The shift lockout is controlled by the brake switch. As far as the others, yes it could be the GEM (generic electronic module) some of these vehicles have water intrusion problems that leat into the fusebox and GEM which is located on the back of the fuse box. If you can look at the fuse box inside the vehicle and if you can see the back, look for corrosion which is a sign of water.
