You can probably access the light from the trunk.
1) Remove the two screws revealed when the trunk lid is opened.
2) Unscrew upper cargo net anchor, you will see 3 or 4 wing nuts.
3) Pull back carpet wall, remove nut on threaded rod.

Have a 2009 chevy cobalt. the left turn tail light even though not fused will not blink, and the left indicator light flickers too fast. the right though is working perfectly

Buy a two pack of turn signal bulbs. Change the front and rear left bulbs and try it out. If you're lucky, you're done and got away cheap. If not, start chasing electrons. Not an overly complicated circuit, the signal is quick flashing because you have an inoperative lamp.

My 2007 Chevy Cobalt engine light blinks and the motor starts to miss. But the OBD code reader says there is a link error. I changed the spark plugs but it's still missing from time to time. What can I do?

Could be a bad coil but usually blinking is emission related, catalytic converter? Recommend you take that to a certified Chevy mechanic for a diagnostic, it's not that expensive.
