Unfortunetly the only repair for that issue is to replace the complete seat belt mechanism. Basically the internal winding mechanism has gone out and will not retract the seat belt.
have a look to see if its coiled in twisted as you pull the belt out if the buckledoesn't line straight to the female end well its probelyretracted in twisted to repair pull the belt out all the way and then realign the belt its quite hard to do so take your time hope this helps.
The panel is attached with plastic clips, if you damage them replacements are available. Chances are you won"t be able to repair the belt retractor as it"s a sealed mechinism.
Take a good look at the seat belt make sure its not twisted or something has fallen in the retract,you may need to pull belt out and try to keep lightly pull to see if it retracts, if not then you will need to replace, sometimes they just get stuck but if you work it for a while pull belt it may retract it is just stuck,
Is this a NEW seat belt? Or a junkyard part... Per the Toyota 1988 Repair Manual - the belt is allowed to be pulled out at a tile of 15 degrees or less; and cannot be pulled out at over 45 degrees of tilt.
Your problem is the belt is not retracting. The manual states to replace the assembly. It also states: "Whenver installing a new belt assembly, verify proper operation before installation."
If a new part does not have proper operation; have it replaced. If this is a 'used' new part - get a NEW seat belt.
There may be a small object like a coin in the re-tractor, pull the re-tractor and check, if nothing is found you will have to replace the belt assy, they are not repairable.
