Turn the key on (do not start) try and listen to hear if you can hear the fuel pump hum while it builds pressure.
If you can hear it, then you should be getting fuel pressure. You can change your fuel filter if you have low fuel pressure at the fuel rails. They have a test port on them you can check for pressure.
If you have fuel pressure and it is at good pressure of around 75 psi
Then you likely have no spark. This could be a bad crank sensor, or a bad fuse somewhere. Have you checked all your fuses?

It will crank but won't turn over? Cranking and turning over are the same thing? You should probably give your tools away if you can't even accurately describe what is going on
