2004 Dodge Neon SXT Red Fluid near Front-Passenger side Tire

I didn't see a cinderblock and drove over it, scraping the bottom of my car. I didn't drive all the way over it, it was lodged underneath about halfway, and I used a jack to get it out. I was making a right turn as I drove over it, so it scraped the bottom of my car starting from slightly to the side of the passenger side front tire, to the middle of my car under the place where the driver sits. What I can see from the outside, it just made a few scratch marks. But I noticed red fluid behind the front-passenger side wheel. Any ideas what happened/is wrong?

The fuel filter is on the top of the fuel tank and there is also a fuel strainer on the bottom of the fuel pump module and under normal conditions these never need to be replaced unless the in tank fuel pump is replaced.

My understanding is that with radial tires that are in use today, you should rotate front to back on same side. Not side to side.
