I was on vacation for ten days. When I returned I used the Echo to go to a store. It started well and I had no problem starting it to come home. Three hours later I tried to start it again and there was no noise at all except for the fan starting as well as the radio. I cleaned the battery poles- no go. I then jumped the battery with my other car and still no go. I do not hear a click nor does it turn over. What are the possibilities?

Possibilities are :
Starter itself (lately I've noticed they tend to go out quiet , with no warning) , Ignition switch , safety neutral switch .Check the starter first with test light.
Hook test light to small single wire attached to starter ,(not a havy duty wire) , the other end of test light to the ground , try to start the car , watch the light as you starting the engine :
Light on - starter is bad , Light off - ignition switch or safety neutral switch.(I don't think starter circuit has a fuse).

There is a "neutral safety switch" that makes sure the car is in park before it will allow the starter to operate .. there is also a safety switch on the brake pedal to make sure the brakes are on before allowing start .. .. if either switch is bad or misadjusted .. then it wont start .. you might try exercising those swithches a bit to see if you can free it .. operate the brake pedal several times and shift thru the gears over and over .. thats a nice little car ...

Take the battery out of it and go to a auto store to get it checked, they do that free, but you might need to get it charged or get a new battery. If it clicks then it's definitely the battery, otherwise it could be something completely different.

Things to consider
-oil change?
-last tuned up?
-battery age?
-Alternator?
-check fuses?
-are you aggressive while driving it, that can cause internal engine problems over the years.

I ever take vacation for 3 weeks with car stays in garage. I don't need a jump start to use the car.
Your battery is start to deteriorated ( unless otherwise there is problem with your car wiring).

I am assuming that you were checking for battery draw with one terminal disconnected off the battery, and only had 5 milliamps draw , that is probably ok, but
If even once, you only had 12.6 volts across your battery , with the car running, I would suspect a bad alternator. It might be failing under load, and have a bad component in it's rectifier circuit. I know it's a pain, but remove it and have a local auto parts store check it for free, such as Autozone, or similar. They can check it under a load and tell you if it is bad.

2003 cadillac cts drive shaft is making knocking noise

My 2003 CTS had the same noise problem while on vacation one day. When I returned from the vacation and dropped it off at the Caddy dealership it was revealed that several of the "U" joint nuts had worked themselves loose. A quick fix was to tighten up the "U" Joint bolts and the problem was solved!
