On certain issues that cause the 'check engine' light to come on, the 'computer' shuts off the 'Electronic Traction System' (ETS) to save power incase it is needed due to the issue. The main thing to focus on in this situation is why is the 'check engine' light on. You can go to your local auto parts store and ask them to check what code(s) is being given. Once the issue that is making the 'check engine' light is fixed then the 'ETS Off' light should also turn off.

I have a 96 cavalier and if i forget to turn the gas cap until it clicks air gets in the tank and the ck. engine light comes on. So, don't forget that could be part of the problem

Just to add to it. Volvo Darin is right, but the extended warranty period was for 10 years or 200,000 miles. It depends on your warranty start date. Being a 1999 it could or could not be covered.
Don't wait any longer, because there is NO help or extension of this warranty after 10 years.
