Usually, vehicles with tilt adjust steering, have a small lever just under the steering wheel column. Pulling this lever out, unlocks the wheel. Pushing lever back in, locks the wheel.
Have a look for a lever of this type and once you find it, have your Dad hold the steering wheel at his preferred position, then push the locking lever back up, to lock the wheel in place.
You will have to remove the lock plate and the turn signal plastic assembly, from inside the column housing, in order to access and tighten up the three hex screws that have come loose, allowing the tilt column to move side to side. I have done this numerous times, in the mid 90's, when the 80's GM tilt columns started to come loose with age. The hardest part is getting that lock plate off, and replacing it, if you don't have a lock plate puller, so make sure you have one or else get one, as it will save you lots of time and fustration. There is no secret button. It sounds like the linkage between the tilt lever and the tilt mechanism inside the steering column has come loose, or the mechanism is jammed. If that's the case, it's a complicated job to repair it, and because of the air bag in the wheel housing, should only be done by a qualified shop.
I've had a loose steering wheel/column on my Chevy S10 a few times, and each time I had to take off the steering wheel and take out some of the guts to get to the loose bolts, they were still hard to reach and i could really only tighten one really good, if you take pics as you go you won't forget where each thing goes :)
You have a tilt steering wheel! This is a problem with most GM tilt wheels. There is 3 or 4 screws you need to have tightened up; which requires tearing down the steering to get to them and put lock tight on them and tighten them back up, so they will not happen again for a long time.
Open the gear motor on the left hand side of the telelscopic assembly. Take the plate off held by 4 philips screws. Using a 10mm socket, remove the bolt holding the platic gear. Remove plastic gear and insert the reverse way. Over the years, one side of the gears get worn out.
It sounds like you have a tilt wheel type steering colume. There are four bolts that get loose and just need to be tightened. Now here is the problem you have to go deep inside the colume just to do the job. it is about a good two hour job but it can be done at home. Tip..... use blue or red to bolts once you tighten them again.
