Hopefully all you need to prime the system
just turn the key on for 5 sec...do not crank and then turn the key off 5-10 times
each time you do this listen for the fuel pump...you should hear a whining noise
if you do not hear the whining noise then you killed your fuel pump when you ran out of gas
do you drive often below 1/4 tank?

I don't like to assume so I'll ask.... did you add more then one gallon of fuel
make sure you add at least 4-5 gallons and then retest
assuming this is already true and the pump is pumping, then you are down to a few choices like no spark or clogged injectors or fuel filter or pick-up sock
runinng your car out of gas causes the pump to **** everything from the bottom
The sock, attached to the pump catches most of the "****"
next step would be to check fuel pressure and volume
if you do not know how to do this I would advise seeking assistance from a technician in your area because the last thing you want to do is cause a fire hazard
