There is a fuse panel inside the car usually near the driver area, check the knee bolster (below steering wheel) close to the driver door, also check the side of the dash where the driver door closes.

I don't think there is a fuse for them. Have any other features stopped working? Some vehicle features share a fuse so those features would also stop working if the fuse has blown. Check the bulbs are OK as in some setups one bad bulb can turn both bulbs off.

You didn't forget to pull the headlight switch to check them? That's odd, usually license plate lights are spliced in from the tail light circuit. There may be a separate ground for the license lights-if so, should be right nearby the bulbs. Use a test light or voltmeter and make sure fuse 22 has power. You could also check the sockets for power. If you have power to the socket and new bulbs don't work, it would be a grounding problem.
The fuse labeled REAR PARK LP 15A in the right instrument panel fuse box powers the rear park lamps, and the tag lamps. If your rear park lamps are working then you most likely need to replace the tag lamps (bulbs). Use the following procedure to replace the lamps.
To Remove:
Remove the two mounting screws from the license plate lamp.
Remove the license plate lamp from the rear bumper fascia.
Remove the license plate lamp socket by turning it counterclockwise.
To Install:
Install the license plate lamp socket by turning it clockwise.
Position the license plate lamp to the rear bumper fascia.
the bulb is most likely burned out. there are a few types of license plate lights out there. some where you have to replace the whoel unit and some that have replaceable bulbs. both you can find at your local parts store.
It wouldn't be a fuse if that's the only light that's not working, I believe all of the parking lights are on the same fuse. It's most likely a bad ground or corrosion inside the socket where the bulb makes the electrical connection. So check the socket to make sure it has no corrosion, if it does, clean it up and apply some dielectric grease (available at any parts store) to prevent future corrosion, and check for a loose or broken ground wire.
