On a 2003 Chevy Maibu the theft system light comes on and blinks when the system is triggered. The car will not start and the fuel pump cuts out. You must turn key to on and have all doors closed. Keep the key to on for 10 mins til theft light turns solid and then disappears. Then turn key to start and it should fire up.
You can bypass the passlock system with a remote starter, or if you have the tools, you can bypass the system using a soldering gun, solder, flux, a DMM (digital multi-meter), some wire, and an assortment of resistors.
Here's a link describing the process bypassing PassLock II on a Grand Am. This procedure is virtually identical to the VATS (vehicle anti-theft system) bypass procedure for other GM vehicles.

Please keep in mind, whatever route you take, you are disabling the anti-theft system on your vehicle, and increasing the chances of it getting stolen.
