The Ranger 2.3 is NOT an interference engine, so the belt breaking doesn't damage valves. The fact it runs means the valve timing is fine. I would suspect fuel starvation.
The oil pump on the left side has two diamond marks on the sprocket and block; they must line up, and the two triangular marks on the camshaft sprocket and the rear timing-belt cover must also line up."
Go to You Tube Video ---then ask that question & play around some & watch timing belt replacement
You should find your motor there --maybe in a different vehicle, but it will help
If you do the water pump,belt,pulleys & tensioners,you should get a picture of the install timing with the parts or get it from a local repair shop off ALLDATA or MITCHELL
The 2.3 uses a timing belt with an tension idler adjustment. Replacement is straight forward, just make sure to mark upper and lower cog pulleys before removing the old belt so that you can keep the timing in sync.

I'm pretty sure they had 2.5L 4 cyl's by 1996. I would go to your Local Parts Store & by the manual for that Truck. It's about $25 & well worth it. It will have the Marks & Installation Intrux

The Ford motors are pretty good. I had 280K on a 2.9 V-8 that only needed the oil changed every 3K. Unless you have fluctuatuation in the timing then you should be ok.
These engines use a chain rather than a belt and have excellent life.
