you have a bad power stering pump you might try taking fluid out using turkey baster trning wheel all the way to right or left and add little at a time while rotating it rt & lf till it squeels each direction allowing fluid to fill the rack & pinon if you have a rack & pinion cylinder on this auto if it ran dry and it's not purged ti will act like what you are discibing add a little start turn lf& rt few times turn off do agian til you top it off. good luck ckeck youtube video.
You will need basic hand tools. First take off the serpentine belt. Unhook the high and low pressure lines, they should be toward the rear of the pump. Remove the four bolts securing it to the engine. Yes there is like a whinning noise that gets louder when you turn the wheel and kinda go's away when going straight. Have you checked the fluid level? It will do it when it gets low also. If it is full and making the noise it prob is.
check you power steering fluid
then make sure the pump is turning ok with the belt
if all though things are good then replace the pump

check power steering fluid if real real low you have a leak at hoses or pump seals.if all is good check for low tires and lack of lubrication to at ball joints and tie rod ends. if all is good you have power steering pump failure.
Sounds like your power steering pump is bad. I has something do to with the valving inside the pump. The pump works when you are driving because the pump rpm is faster and the valve is open and more pressure is available.
1. Air could still be on your power steering system after you replaced your pump.
2. There could be another reason why your having a hard time turning your steering wheel, have your steering linkages, camber, alignment checked, so as to prevent breaking yor new pump again
