Gauges, tach and speedometer go up and down with turn signals on.(light on up light off down). truck runs like it has a choke on but then all the sudden starts running fine. turning on the head lights affects it by making the motor stop sometimes and run bad all the time. the battery is new. the alternater puts out 14+ volts.
You have a bad ground cable or strap. Check all body grounds.

Hello, 9-10 volts is not enough to keep a modern vehicle running. Taking in consideration the age and model of this truck, it could easily be an alternator failure.

the cluster needs to be calibrated to the pcm before the speedo and tach will work. You will have to take it to the dealer to have it done. The last time I had to do it, it cost me 70 dollars.
