Firstly, in addition to any vehicle fuse or fuses serving them, car radios/stereos always or mostly have their own fuse at the rear of the unit, accessible when dismounted.
In the 99 Sportswagon, there seem to be 2 possibilities for radio fuses in the engine-bay fusebox. Also, #14 in the cabin seems a likely candidate (little door, at side, adjacent to accelerator).
As well, radios/stereos tend to be connected to 2 circuits, both Accessories and Unswitched power.
They use throw away bolts. One use only, so don't reuse your old ones. You will need new ones. The smaller bolts 1st torque setting 22Ft/Lbs and the larger 26ft/lbs, the 2nd torque setting 60 degrees both bolt sizes and the 60 degrees for the third.
Ebay is your best bet, might also try craigslist, etc. I know for most cars you can also get a shop manual on Ebay that will include details on maintenance for most if not all of the car.
