1997 Honda Civic is reluctant to shift into second and third and will not go into passing gear at all. When it does shift, it shifts very hard and jerky shifting up or down. What is the problem?

syncro in the transmission is going out. do a trans fluid flush with a GM product called Synromesh FM (FM stands for friction moddified gotta have this one) you can get it at GM dealership. worked great on my 95 civic ex
Basically you should have the vehicle's reverse circuit pressure tested by a certified ASE Transmission Repair Shop.They will be able to tell you if there is a blockage in the cricuit, reverse shift solenoid is on its way out ,or a gearing problem even if there is a manual shift valve issue. hi passing gear is actually your transmision drpping down to second gear.if you hit the gas hard.if you hit the gas lightly it will only drop out of overdrive and go into third and not go into passing gear.
if its manual transmission, when moving in any gear try stepping on the gas pedal, does the engine feels like its running away? if it does it maybe the clutch lining is expended expensive job. If not you have to check the clutch fluid level or a leak in the master cylinder (at the foot pedal) assembly or in the slave(clutch lever actuator) the clutch actuator may not be traveling (pushing) sufficiently to give you an adequate clutch separation in other words you are trying to shift the gears with little or no clutch at all. There is an overhaul kit that you can buy (cheap) for the master or the slave. easy to do really just remove, disassemble, replace the rubber seals and cups, reinstall, bleed the air out.
