I just bought the 1999 Mits. Montero Sprot Limited and when going down the road the back right side rides rough and vibs enough to raddle the back seat. Could this be a shock. I have changed tires.

dash lights blinking after battery replacement oftentimes means that the alarm has gone off need to put the key in the door and turn the lock if it is a factory alarm and you don't have the remote if its an aftermarket alarm you may need to remove it if you don't have the remote anymore
it's not a big job, I would estimate maybe $100. Could be done in 2 hours I figure. I have owned a Mits Mighty max 2.0 for 30 years and that's my best guess. Don't have a shop jerk you around.
The truck is probably stalling on rough roads because the fuel pump float is not staying on the surface of the gasoline in the tank. Therefore, it is taking on air and interrupting the flow of fuel temporarily. It may be sticking a little and operating too slowly. The fuel pump is inside your gas tank but can be removed and replaced by you if you are skilled enough.
It's probably not your air filter, but that is located at the end of the big hose on the right side under the hood, it looks like a big box. It sounds like it might be the idling sensor.
The front[or rear] sway bars have links in them that are rubber mounted,it sounds like one of the sway bar links is broken,or one of the sway bar bushings is missing.Find the sway bar and have a close look at the mounts to see if the problem lies here.
Hmmm, it's normal for the ride in a 4wd to feel "different" they feel like they wallow a bit in turns and shudder a bit over bumps compared to a car, but it should not be jumping all over the road! try the old suspension test, go to each corner of the car and give it a good hard push down and let go, if the car comes back up and setles, all is good, if it doesn't go down or if it bounces up and down, the shocks/struts need replacing. Also try grabbing each of the front wheels and trying to move them left to right, then up and down, if there is any clunking or movement (without the steering wheel moving) there is a problem. left and right wobble indicates steering problems, up/down wobble indicates a wheel bearing broblem.
First thing I'd do is replace the fuel filter. If the car runs fine on level ground or downhill but struggles uphill, it's usually because a clogged filter isn't allowing enough fuel through to satisfy the engine's demand for enough to keep you at speed going uphill. Try that out - it's an inexpensive part and is usually the cause of your symptoms.
if it was me i would check the shock mount at the top to make sure they are in good shape and checkout the tires to make sure you do not have a bad one or two and also check the stabilizer bar to make the bushings are not bad
