Need fuse box diagram for a 96' jetta to find out which relay needs replacing. not the ac switch but cold air only not coming out but not hot either. nothing overheats yet fan not turning on..

The fuse is in the engine compartment fuse box and is marked 'A/Con'. It looks like a Relay to me and as it doesn't have an amperage, my guess is that it is a relay. The different sites have slightly different variations, but the thing to check first is the relay. You mention 'heater coil', that is on the engine coolant circuit and only provides hot air. The AC compressor system has an 'evaporator' up in the dash and only supplies chilled air. I trust the AC job was done professionally with a Gas Recovery machine to create a moisture free vacuum before adding refrigerant gas. It can't be done at home. I wrote a Fixya Tip on it.
Ac is not blowing out cold air. You have to put gages on the system and it shows its has freon.Checked all fuses and relays. The two fans in engingine compartment do not come on when the ac is turned on but does when the engine gets hot. The compressor engages when turned on also. If the magnetic clutch engages the compressor and still no cold air could be still low in freon or the HVAC unit.
Blower motor not working all the time...if I bang the dash near the glove box, it comes on then works great. Is this the switch assembly, the resistor problem, or should I be replacing the blower motor?
on a hot day it will blow warm/hot air if the AC is turned off or not working
If its hot air and AC is working then i would start by checking the fuse or relay. if its not the fuse/relay then i would look into the heater box there is a door that blocks the hot air
First check fuse 103 in the battery relay box and swap the blower relay with another similar relay, such as the horn relay. If this isn't the problem, you should hot wire the blower motor to the battery to make sure it works. If all of that is good, next check the switch/motor controller. Take the connector off the blower motor and check the voltage in the connector. With the key on, the voltage should be 12 volts with the fan setting on high. You can also use a 12 volt test light for this test. If there is no voltage, replace the switch/controller at the control panel. See the compressor relay, that line with arrowhead is load side of relay, when relay is energized that arrowhead moves to other terminal, that is a fuse protected circuit, goes hot with the key on, underhood fuse box/power distribution center f6--15amp. The left side of relay is control, needs voltage and ground. fuse f5--25 amp interior fuse box and is wired through selection switch. As you can see, the computer grounds control side of relay.
Your second paragraph sounds like a big voltage drop, somewhere, I'd have make sure battery is good and charged up, check battery connections and check your charging system.
Windshield washer solution won't come out. I"ve replaced the pump and the control arm attached to the steering wheel. Please advise runnig out of money and time.
On the Hi/Low pressure switch conection Terminal 1 and 2 are for AC clutch bridge them briefly to see if clutch engage if so system is low on refrigerent.
If you get cold air its more then likely Hi/Low switch is bad.
Note engine must be running and ac fan in on position.
