Check the tail light bulbs, check to make sure the dash lighting switch is turned up but not turned so far up that the interior lights come on when the door is closed.
make sure fuse is the right size if not check size it calls for if that doesn't work check for shortages in the wiring in dash and bad contact on wire into the switch
I have a 95 blazer lt had same problem I went through complete wiring and found nothing took apart headlight switch found the copper diades corroded on entire switch I cleaned it with a small wire brush reistalled it and low and behold headlights work fine...
This is not a voltage problem. The problem is in the headlight/dash dimmer. You have to turn the dimmer switch on the headlight switch to select what intensity you have right? try turning it down just a smidge and if it stays steady then it is most likely a dimmer switch problem. This requires replacement of the headlight/dimmer switch to fix. local auto parts shop should be able to have this in stock.
