Does a 2000 kia sephia cooling fan run continually after reaching normal operating temp. 1 fan runs continually after reaching normal temp. the other fan I never see or hear running.

well the electric fan will turn on and off at any time. when you stop your vehicle and the fan continues to run what is happening is the temp sensor says the motor is still too hot and it needs more cooling. now as it reaches the cooling temp it is also suppose to shut it down. have the sensors checked.
Had a similar problem in a different type of vehicle. It turned out that my coolant level in my radiator etc was too low to supply hot fluid to the heater core. Check your coolant level see if that's it. If your thermostat was malfunctioning your car would be running too cool or too hot. Check the engine temp gauge if you have one; but this is a very unlikely source for your problem. If your coolant is low be on the lookout for leaks in the engine cooling system after the system pressurizes(reaches normal operating temperature).

It is cooling your system... but for how long. Too long will drain your battery. There is an sensor on the engine that activate the fans. If the fans are running more than 3min, change that sensor. Also check to see if you have enough antfreeze in the system. If not enough.. the cool fluid won't reach the sensor to signify that the system is cool.
Check fluid first, then the sensor
Follow the upper radiator hose from the radiator to the engine block.
Where it connects to the engine is where you'll find the thermostat.
It's under a housing...should be two or three bolts holding the housing
down. Don't forget to replace the gasket.
