If I'm understanding you the voltage the sensor is showing you is lower than specs. First check circuit for opens , resistance and shorts. Make sure sensor is getting correct voltage. If a-ok replace sensor.
Your crank sensor is bad. That is also what causes a no start like you are experiencing. The crank sensor takes the place of a distributor and tells the computer what position the engine or crank is at so it knows where to send the spark. You are going to need to have the crank sensor replaced.
