1998 Buick Regal GS: HVAC problem. Air does not flow from correct vents. I hear clicking noise from behind the dash.The AC does come on it just goes to the floor or to the defroster.

Sounds like one of the heating system electronic actuators is shorted internally ! Easy enough to find out pull the fuses for the HVAC system .There is a fuse box in the center console . pull ING3 /HVAC fuse # 26
look at the small vac hose that goes to the hvac system from the engine to the cowl small hose thats a vac operated system if that hose becomes disconected the hvac will not work especially to vents
most likley you have a vaccume leak somewhere but also the linkage to the door that that directs the air flow may be in a bind. another possability is the hvac controlls. hope this helps
