I just change mine of a 92 Subary Loyale and it was underneath the car by the rear door on the passenger side close to the wheel under the floorpan. It was held in place by a bracket held in place by three 10 mm bolts, once bracket is removed the fuel pump is held to the bracket by two 10 mm bolts. On mine it stopped running but when I wacked it with a wrench it worked again. A sign that it needed to be replace. It was expensive at 187 dollars but its a high pressure pump. I am glad it was not in the fuel tank for the 92, make sure your 91 is not outside tank also since the cars are identical.
FUEL PUMP EITHER REAR OF VECHICLE BOLTED TO THE VECHICLE FRAME OR IN THE FUEL TANK.
