A/C and heat are working fine. Airflow to the foot area is good. It would appear, the port that should open to give airflow to the instrumnent level vents (chest level) does not open when in that mode. There is a ticking noise for about 45 seconds after starting the car; as if a port was trying to open?

Agreed, if you hear clicking in the dash when attempting to adjust the airflow mk most likely plastic gears skipping or stripped. I had a couple of the actuator motors gummed up in my GMC (same design) and was able to pull them out, open them up and clean out the old grease and reapply a this wax based lubricant and they have been fine for the past couple years so far. Might be worth a try. If not they aren't super expensive.
Does air flow from the defroster vent ? Ticking is probably from stripped gear's in side the mode door actuator. electric . May have video on youtube showing how to test an replace .
SOURCE: Cold AC but weak Airflow---Also Driver side not as cold as passenger
The air doors are controlled by actuators that on of them or so may need replacing.
