There should be a mechanism in the door jamb near-to the seatbelt. If equipped, push on it while jerking seatbelt until it retracts. If not equipped, close door firmly while jerking seatbelt to activate retract.
If the seat belt will not retract then it is either chaffing against something restricting its movement or the rewind mechanism is defective. Pull the belt out to its full length to see if there are any twists in it. If so simply untwist it. Does it retract at all? If not, then it needs replacement. If it partially retracts, you need to gain access to its wind up mechanism to check it there is some obstruction preventing it from fully retracting. If no apparent obstruction, then it needs replacement.
under the hood on the side of the headlamp untwist the cap, then it should be a metal twistable connector piece untwist that as well, then it will be 2 metal skinny clamps holdin the bulb in ,just squeeze the pins together and pop them out and reach for the bulb carefully!
sounds like your seatbelt return wiring might be loose check electrical connections and try to pulling the the seatbelt in and out rapidly to free up return mechanicism good luck
make sure it isnt twisted untwist as neccessary, pull it out and try and let it retract, if this works and it unjams try washing the seat belt with a mild soap and water solution. if this doesnt help and it remains stuck seatbelt may have to be replaced.
you need a tool that looks like a screw driver with a fork end it is called a door panel removall tool to pry off the plastic pegs inside the door panel and there should be at least one bolt under the arm rest. You should not have to take the panel off to untwist the seat belt try untwisting it at the buckle that attaches to the lock
You may have to replace the seatbelt positioner.

Try untwisting by turning the mount around, if it twists more then turn the other way. failing that undo the 17mm bolt that holds the belt to the car and untwist and reattach.
