1998 windstar replaced rotors but steering still shutters when I apply brakes going downhill could it be a worn tie rod or what else do you think it could be ?
Make sure the wheel hub surfaces are clean and free of rust both in front of and behind the rotors. also check that your rear brake adjusters are working correctly. also check wheel berring, balljoint and tierod ends for play. theres should be no play and berring should spin free of noise.

incorrect pad material
brake manufacturers make 3 different pads for different applications and you need the pads used for taxi operations
there are anti noise pads fitted behind the pads ( plastic inserts and springs in use also to stop the noise
make sure that the callipers are free to slide on the mounting pins
other items like slotted and drilled rotors may be a help
talk with accredited specialist brake shops to make sure that during the replacement process you didn't miss a vital item that is now causing the noise

not knowing where you had this done and parts replaced I, I would take it back, sound like they didn't cut the rotors correctly.....as for the screw hole depends on what brand of rotors they put on???(factory or aftermkt.??) ...still it shouldn't VIB. you can check yourself IF it's the frt or back by applying the PARK brake and see if it VIB.....if so it's the rear if not more likely the FRT....hope this helps you...GL
the code means that the traction control module is detecting a problem with the solenoid that controls the ingage/dis ingage of the wheels. also if the sending units of the ABS system are either moved or damaged this could also throw a code. seeing you just replaced the brakes and rotors i would start there.
