It is as simple as removing the nut and pulling it off and sliding the new one on. Once you get it back replace the belt and set it to the correct tension. It is as simple as that. Without a belt tension gauge a good rule of thumb is about 1 inch of deflection at the longest belt run.
On your engine it's 1 inch between the power steering pump and the air conditioner compressor.

Can't find serpentine belt tensioner on 97 Jeep Grand Cherokee

right, for the 4 liter,
  1. Loosen the rear power steering pump mounting bolts using a ratchet and 13mm socket or a 13mm box wrench.
  2. Loosen the pump upper pivot bolt, lower locknut and the pump adjusting bolt using a ratchet and 13mm socket or a 13mm box wrench.
For the V8
  1. Attach a socket or wrench to the pulley mounting bolt on the automatic tensioner and rotate the tensioner assembly clockwise until the tension has been removed from the belt.
  2. Remove the belt from the idler pulley first and then from the vehicle.

I lost the top pulley for the fan belt, is that the tension pulley.

It really depends on your engine. If you have the straight 6 cylinder and it's the pulley that bolts to the alternator bracket then it's the idler pulley. If you have a different engine I can tell you.

2000 jeep grand cherokee 4.0 liter engine timing belt replacement

If you have the same pulley arrangement that most 4.0 engines have that pulley is an idler not a tensioner. Your power steering pump has a pivot bolt, and a slide under the pump. You adjust belt tension using the pump.
