It is a good idea to depressurise any fuel system before working on it to avoid injury.

If you do not release the pressure on the system, fuel will spray uncontrollably when you crack the fuel lines to replace the filter. Because of Murphy's Law, you will receive a good dose of fuel in the eyes.
Atop the intake manifold, you will find the fuel rail. It distributes fuel from the pump to the individual injectors. Along this rail you'll find a tire valve cap. remove this cap & depress the schreader valve, (tire valve), and it will release
the pressure. murf427

Replacing fuel filter for 1999 chevrolet tracker

Passenger side, undeneath, next to fuel tank.
Your 2002 Chevy Tracker (2wheel drive and 4wheel drive are the same) with the 2.5L V-6 has an inline fuel filter located on the passenger(right hand) side of the vehicle. Just behind the wheel well on the underside of the vehicle next to the fuel tank is where you'll find it. If you've never changed a fuel filter on a fuel injected vehicle, watch out for the quick connect fittings as you could damage the flexible plastic fuel line. Most auto parts stored sell tools to disconnect the fittings, but I have better luck with fingers, pliers and maybe a small flat bladed screw driver. Also, you'll need to de-pressurize the system before removing the old one or fuel could spray out when disconnected.

Will the fuel pump prevent a 1999 chevy tracker from firing

Yes... the 'firing' is the fuel combusting in the chamber being ignited by the spark plugs.... No fuel? no fire.

Need to know the location of a fuel filter on a 1997 geo tracker. is it on the frame rail?

Your fuel filter is located under the vehicle, passenger side, below seating area, front of fuel tank, mounted on frame in the fuel line. Make sure you release the pressure on the fuel system before changing the filter. Let me know if you have any further questions and thanks for using FixYa!
