Very loud squeal when i turn.only happens when moving slowly or stationary.when turning the wheel it sort of bumps.power steering fluid level is fine..could this be the belt and if so how do i get to it on a front wheel drive 04 stratus se?

The squealing noise when turning the steering wheel happens in most cases when the power steering fluind is low. Check to see if there is power steering fluid in the reevoir. If not add fluid to the proper level and the squealing should stop. Good luck
This sounds like the power steering belt is slipping, this will cause a loud squeal, check all the belts and make sure they are good and tight, mostlikly its the power steering belt as the noise only happens when the wheel is turned.
Do you hear noises while turning the wheel at low speeds or stationary? If you hear a whining noise check the power steering fluid level. A low fluid level would make a whining noise as well as cause stiff steering. If you hear a squealing noise check the power steering belt tension. A slipping belt would cause stiff steering also. If you hear no abnormal noises check to make sure the power steering belt is there. If all of the above check out ok you may have a bad power steering pump, steering gear or a blockage in a pressure line.
if you are turning sharply the wheels are hitting the stops making a loud whirring almost squealing because the system will try to turn further but cannot due to the stops it is normal but a power steering flush would help prevent issues
It might be a faulty power steering pump. Try checking the level of the power steering fluid. It is probably best you have your power steering system checked by a mechanic.
Does the noise occur only when the vehicle is moving?
Try moving the steering wheel from side to side, while stationary (but don't do it too often, or you might damage something). If the noise is still present when the car is stationary, then it probably is the power steering system.
If the noise only occurs while the vehicle is moving, it could be a problem with the differential/final drive, or even wheel bearings.
