Code P1399 is a pending misfire code.
HOW TO TEST
1. Check EGR position sensor voltage on the White/Black wire at
idle - look for 1.1 - 1.2 volts with the EGR valve closed. If the EGR
position sensor voltage is higher than 1.2 volts, the EGR valve is
stuck open.
2. Can unplug the EGR valve and apply power to the terminal on the EGR
valve that the Pink wire would normally go to and ground the terminal
on the EGR valve that the Black wire would normally go to and see if
the engine stalls at warm idle.

Then do these procedures to erase & rest it; Dis- connects the negative battery's cable; While the ignition switch in the ON position ?Don?t run the engine" So, for 10 - 15 minutes only. I had the same issue and the same code along with the misfire codes too. I replaced the spark plugs and I have had great success. Change the plugs, wires, and maybe the distributor cap :)

The P1399 random misfire along with one or more of these codes: P0301, P0302, P0303, P0304 -- indicates a problem with the valves. The B20 engines in the 1997-2001 CR-Vs are known to have problems with valves tightening and then 'burning'.
So the first question is when was the last time you adjusted the valves? If you don't know or never have, then have them adjusted. Soon...
