If the cable is not broken, it's most likely a rusty/gummed up latch mechanism. Get someone to assist you (a kid is fine) and have them pull the latch/handle and hold it in the "open" position. While they are doing that, jiggle the hood up and down as much as you can. It may end up popping open. This happens to my wife every spring after our nasty Minnesota winters. My 8 year old is an old pro at helping her get it open now. Then I end up cleaning and greasing the latch under the hood to resolve it. Yeah, if I greased it every couple months it wouldn't happen in the first place. At least that's what she yells at me. Haha.
