2003 Chevy suburban The windshield wipers will not stop when turned off and variable speeds don't change high and low speeds can be changed. All other controls from the switch work fine cruise washer etc.

Have someone check the connections from the harness connector to the wiper control board to see if the solder joints have deteriorated. Might need to be re-soldered.
It sounds to me as though both of the wipers have slipped. The operation of the wipers sounds fine except they do not park in the correct location. To fix this, start the wipers and then turn them off to ensure they think they are in the parked location. At the base of each wiper there is a small cover that can be easily removed with a small screwdriver. Underneath each cover you will see a nut. Loosen the nut somewhat and reposition each windshield wiper to the proper park location. Once done, tighten the nuts securely but do not over tighten, then reinstall the caps. Cycle your wipers on and off a few times to ensure the wipers park correctly. I have owned a lot of vehicles and ALL of my GM vehicles have had this problem.
It is actually a wiper control module that controls this. I have replaced many of them. It is the cover that is screwed to the wiper gear box. Remove both wiper arms. Remove the plastic cowl cover below the windshield that covers from side to side. Once inside you will see the wiper motor/transmission assy. Disconnect the electrical connector, and remove screws from cover, and replace it.
Well sure enough all I had to do was replace the circuit board...wish I had done this a couple months ago...it was so easy to do and will now be much easier to drive with being able to see clearly again....
