I do not have the 740IL manual, but generally the fuel pump relay is either on the right side in the trunk above the battery or behind the glove box. (there is usually a little card indicating which relay it is)
Must be related to your tires. Might need balancing. I also purchased a BMW late last year and the previous owner had same brand on rear tires but the fronts had two different makes. The car felt funny just changing lanes. I changed the two fronts to match the two rears now everything is fine.

Depends how competent you are here and what sort of tools you have.You will also need to replace oil filter if you wish to replace oil within the engine.The oil has to be drained from underneath the engine and allow it to sit for few hours while draining as this will ensure all the deposits at the bottom comes off.
Changing oil in the BMW 740iL is no different than other cars. If you are not comfortable with this find a trusted German Automotive mechanic to do it for you.
You will need a large socket to remove the oil filter housing cover. The BMW tool is expensive. You can use large channel lock pliers with a smooth jaw or place a small strip of cardboard (like cereal box) over the teeth on regular pliers so you don't damage the cover.
