First enter the factory 5 digit code. Within 5 seconds press the 1/2 button. Now enter your new 5 digit code. The locks will cycle by them selfs locking and unlocking, this means it accepted the code. Your new code should now work and also the factory code will too.

What is the round thing that screws into the side of the master cylinder on a 96 crown vic? and does it have anything with it not having any brakes at all ?

THAT WOULD BE THE BRAKE WARNING INDICATER did you bleed the whole system from the master cylinder to portionion valve to all the wheels right/r then left/r to front/r to left/f in that sequence .and make sure at every step you never let master cylinder go empty .

Cruise control on my 96 Ford Crown Vic has stopped working. What should I check first?

I dont know if they had it in 96 but there is something called a speed control deactivation switch. Maybe check your owners manual about that.
