Front of the engine , pass. side , look behind ignition coil , I think it has two of them , one with single wire for the gauge , the other one green color for ECU.

The starter is located at the bottom rear of the engine at the engine to transmission bolt up. You must raise the car up and get under unit to see the starter.
Either the temperature sensor on the radiator, or the relay is bad. Pull a wire off the temperature sensor on the radiator. If it stops the fans, then the sensor is bad and the relay ok.
in 1990 LS400, the amp is only for the sub, its located between the fuel tank and trunk liner. you can reach it by removing the trunk liner which cover the fuel tank right behind the rear seat. hope this helps
