The fuse for the rear wiper is located in the interior fuse panel on the passenger door side of the dash. It is the 3rd one down from the top in the left column (#3) and it is a 15 amp.

During a recent snowstorm, the weight of the snow was apparently too much for the rear wiper. It stopped mid-stream and is stuck. Simultaneously, the intermittent function of the front wipers also quit. ...

Check fuse no. 11 (10A) in the driver's under dash fuse/relay box. I suspect it is blown. It provides power for the rear wiper, both washers, and the intermittent wiper function for front and rear. It probably blew when your rear wiper got stuck.

Turn signals inside are steady and don't blink. Exterior lights don't turn on at all in rear. Front signals turn on but stay on and don't blink.

this ether sounds like you have bulbs burnt out in the rear, a fuse blowen, or a bad flasher

first check the fuses to see if any are blowen (usually a blowen fuse will lead to this issue)

then replace the bulbs that are not working

replace the signal light flasher (this is usually found in the fuse box in the cabin of the car or mounted to the steering colum)

i hope this helps ^-^
