Could be the master but NOT the booster the booster increases pedal effort and when it goes you have a HARD pedal
...go to your parts store and ask for a brake booster bleeder kit and bench bleed the master on the car...if the pedal is still spongy then YES its the master

when you replaced the master cylinder , did you bench bleed it , in order to get all of the air out it, before installing it, and afterwards, it is recommendable to bleed all 4 wheels to get the air out also. "also some of the times , when a brake booster goe's bad the brake pedal can also become spongy.
You still have air in the system. You will have to bleed more. I had to bleed a quart of brake fluid out of each wheel to get good brakes on my 1996 GMC.
sorry you went thru all of that... those vehicles have an issue with power brake boosters. one more thing to replace...Or, you still have air in the system...
You changed the master cylinder and vacuum booster and have no leaks anywhere, but did you bleed the entire brake system after you did this work? A little bit of air in any of the lines will make the brakes ineffective.
I think your saying you have a spongy pedal. have the brake system checked for leaks ( externally as well as internally eg master cylinder) and wear. If a-ok then have them bleed the system.
Now if your saying there is a problem with pedal travel
that has to do with pedal rod adjustment( which is only adjusted after replacing a master cylinder or booster)
So long as the brake booster is working, test it by turning on the engine, press the brake pedal all the way down, then shut off engine keeping your foot on the brake pedal, if the pedal comes up slightly pushing against your foot then the booster IS working.
if the booster is bad the pedal would be hard sounds like the e-brake is stuck take off the drums and make sure the arms are all the way back then did you adjust the rear brakes after changing the shoes
