since Jetta has 1 door switch and 1 door latch mechanism switch. which function as door switch too. door latch mech switch control fuel door switch and alarm sensor
This sounds like a bad control or broken wire inside the door, you will need to remove the door panel and check for broken wires, also remove the controls and make sure all connectors are connected good and tight, this is where i would start also just check all of the fuses.
it should not be locked. Make sure that all of the doors are unlocked the "deadbolt" type lock actuator will retract and allow you to open the gas door. If the lock has failed, then I believe that there is access to the lock actuator through the inner quarter panel. Good luck. Oh, if there is an owners manual...check that just to make sure.
Look for a short in the wiring harness in the door. The wires from the door lead to the convenience module (controls the doors and windows and some other settings including remote fob) that is under the dash. It sounds like some wires are crossed. VWs are also notorious for having problems with window regulators. They make the windows go up and down and are in the doors. Something might have happen to that and it cause a short. VW just extended the warranty on the window regulators to seven years because of these problems so you should be able to take it to a dealer and not get charged (this is in the U.S. at least, don't know about the rest of the world). The extended warrranty was not limited to original owners but you might want to ask the service people about it first.
