EGR Ehaust Gas Recirculation system.the basic component is vacuum-operated control valve that recirculates the exhaut gases through the engine the engine intake manifld and cylinders where they recombine with the incoming air/fuel mixture.The check need special equipment, to some workshop.

The engine cooling fan on my 2001 beetle runs all the time. The dealer could figure out why it runs all the time.

Its the Coolant Fan Controle Module.
Located in engine compartment, bottom, to left of radiator...

To much too type, there is a lot of details to this job, the best thing to do is to get a book on this particular vehicle, its about $20.00 at a auto parts store. This will give you all the timing marks, the dos and don't-- locations and torque specs ect....
