1997 Jeep Grand Cherokee Laredo power steering cuts out when making sharp corners. Previous owner replaced the power steering pump. Seems to be OK if going slow and don't turn quick or sharp. Fluid is to the full mark. Pump is not noisy.

sound like lack of lubrication at the steering joints, your ball joints need greasing and make sure you bleed power steering system, check power steering fluid level.if low more like power steering system full of air need bleeding.
Whining is generally associated with a pump failure. When the pump wears out, pressure required to operate the clutch packs inside the transmission gets low and permits the clutches to slip. Slipping results in the clutches overheating and burning the fluid. Unfortunately, the only real way of correcting the problem is by having the unit re-built. If you can't afford to do that immediately, you could add lucas conditioner and sealer. That may help a bit 'till you can get the work done. (no chemical will repair worn parts though...it only buys you some time)
Check the fluid level in the power steering pump. Also make sure the belt is tight. If the fluid and belt check out ok, the power steering pump is probably at fault.
It's not an impossible job, but too long to write out instructions. I suggest that you get an inexpensive manual for your car (haynes is about $20) and follow instructions there. If you run into any specific problems, give me a shout! (just curious ...why are you changing the pump?)
