When I try to start the van (84,000+ miles), I just hear click and sometimes see "done" on the mileage window on the speedometer. After several attempts it will start. It also seems to be aggravated when it is cold out. Is the starter beginning to fail?

look at connection to your starter. sometimes the positive cable works loose due to driving conditions. I had same problem with a Suzuki it only did it in cold weather but I ended up replacing the starter.
trouble as that engine light has to be on did you connect it proper first plug in obd 2 scan tool turn sign on do not crank eng! press the scan button it should have something for you these are sensitive and come on quite easy!
