Hi,
You have got a faulty wiper motor. It wont return to its originals eating position which is usually at the bottom of the windscreen, because it has either burnt the position circut out or broken the gear drive inside.
It will be the same for the speed it is going also.
Get the motor removed and get it tested/replaced.

PINPOINT TEST B: WINDSHIELD WIPERS INOPERATIVE OR ERRATIC ON LOW, HIGH SPEED WORKS
B1 CHECK WIPER OPERATION
* Run wipers on High.
* Do wipers hesitate when passing through the PARK position?
Yes
GO to B2 .
No
GO to B4 .
B2 CHECK WIPER MOTOR GROUND
* Check motor ground at motor connector and mounting screws.
* Is motor ground OK?
Yes
GO to B3.
No
SERVICE wiring at motor connector or tighten mounting screws to improve ground.
B3 CHECK WIPER MOTOR
* Perform wiper motor current draw test in high speed.
* Is current draw OK?
Yes
GO to B4.
No
SERVICE windshield wiper motor as required.
B4 CHECK WINDSHIELD WIPER GOVERNOR
* Set wiper switch in LOW.
* Unplug governor connector. Check for battery voltage at Circuit 993 (BR/W) and ground at Circuit 57 (BK).
* Are both circuits OK?
Yes
GO to B7 .
No
GO to B5 .
B5 CHECK GROUND CIRCUIT
* Check Circuit 57 (BK) for open.
* Is circuit OK?
Yes
GO to B6 .
No
SERVICE for open circuit.
B6 CHECK WIPER SWITCH
* Check Circuit 993 (BR/W) voltage at wiper switch.
* Is voltage present?
Yes
SERVICE for open Circuit 993 between windshield wiper governor and wiper switch.
No
SERVICE wiper switch.
B7 CHECK CIRCUIT 58 (W)
* Reconnect windshield wiper governor to main wiring .
* Unplug wiper motor connector.
* With wiper switch at LOW, check Circuit 58 (W) for battery voltage at the windshield wiper motor .
* Is voltage present?
Yes
CHECK for malfunctioning windshield wiper motor . PERFORM low speed current draw test. SERVICE windshield wiper motor as required.
No
GO to B8.
B8 CHECK FOR OPEN CIRCUIT
* Check for open in Circuit 58 (W) between windshield wiper governor and windshield wiper motor .
* Is circuit OK?
Yes
Replace windshield wiper governor .
No
SERVICE as required.

Drive to any auto parts store where they often have these in stock and will take yours in trade. They are somewhat model specific so have your VIN number handy when you call or go to an auto parts store. Personally, I like NAPA stores.
Bad windshield switch; I suggest replace it for internal troubles; remember that this is a knob (with teeth inside) that regularly and in accordance with its use suffers wear.

The problem is usually guessed to have something to do with the wiper control switch or the wiper motor itself. I also know that you have a couple of relays that are used to deal with the electrical loads. I would guess that you have a bad relay or module inside the wiper motor. First start with the relay, there should be two, a low spd and a high spd, switch it out with the other one and see if it makes a difference. If not inspect the wiring to the motor and look at the pins on the plug (to the motor) for corrosion or defects. If there are no changes with a wiggle test and the wiring is in good shape. Then you may want to try replacing the module. There isn't away to check out the module so take your time with the repair. Good luck.

its the fuse inside the fusebox under the hood. the box is right in front of the battery. I had the same problem. 4 dollar part. look it up in the owners manuel and your good to go.

This is a commoon problem with what is called the "Park pawl stop". The tab is most likely bent and needs to be re-aligned, then the wipers need to be re-timed. This re-timing can be a little difficult, although the re-aligning of the tab is failry simple.

this might be a connection/ currosing problem. Check the windshild wiper relay for loose wires and then take apart the connection. Clean them up and put back together. also check your fuses.
