I have a 1997 Jeep Grand Cherokee. Is there a way for me to know if the PCM is bad on this vehicle? The PCM has been replaced 2 times now and have been having the same issues with stalling and or losing power.All the codes the PCM has indicated have been resolved by either myself or a mechanic and still the same issues persist.How does a qualified person ascertain whether or not the PCM is issuing bad codes or it is just a faulty PCM?

    If there where a bad ground , could it be located in the vicinity of the PCM? The reason I ask is because I have heard that the mounting bolts for the PCM tend to be too long and others have said to replace with shorter bolts. That being said,lately I have loosened and or tightened these bolts and have had good results but those results are only short term.

Pcms rarely go bad, i know it sounds bad but i would be checking for bad grounds

The FSM (a book by that name from Jeep, by year,model)

Just the connector, the schematics dont show all pins and names.
only by function, say you have bad TPS input and you got TPS page
and see pins and colors on PCM.
the connector is in the book.
at the end of chapter 8w, page 80 are all connectors and page one is the index there. listing page 8w-28,29,30 for the 3 PCM conn.

Have your crank sensor checked. It won't send a signal to fire the coil if the crank sensor is bad.

I bought a 1997 jeep grand cherokee 2 years ago. Because of deployments to Iraq and Afghanistan, this vehicle has been in storage for all that time. Should I have all the fluids (oil and gas) replaced...

if the vehicle was not started for 2 years, the engine may be stucked up. if it is not, the replacing the oil is ok. since 2 years is a long time you have to check everything.
