I have a 1998 GMC , The tailgate will not open because the latch on the passanger side will not fully retract when I pull the handle. I can visually see that when the handle is pulled .... the draw rod to the right is not drawn back as far as the one to the left. Is the problem the handle or the latch and draw rod. How do I remove and replace it.

Sounds like you have a bar disconnected inside the hatch. You may also need a latch itself. Does it lock and unlock? If it does, most likely a bar off issue. Will be a pain to get the cover off with the door closed, but you will need to remove it to inspect.

You should be able to pry it off. Be careful, if you break the latches when it pops off you will have to replace it. Look on the opposite side of the tailgate and there should be a plate screwed to the tailgate. It is almost the size of the tailgate.

You should be able to feel around and locate that rod. After you get it you can use some pliers or vice grips to put on the rod to release the lock on that side and the handle on the other side.
As long as the locks and the rods move freely and are in good shape then all you will need is a new handle asm. It will come with new clips and on the other side of the tail-gate are 3 torque-head screws that will need to be removed to replace that handle.

Check to see if you can take out the tailgate handle and see if the unit is still connected to both arms that moves to release the pins are still connected and or broken.
