My 2004 chevy silverado failed inspection.the report says it failed the DLC test. They told me that it was probably a blown fuse. it would be the same as the cigarette lighter. where is this fuse?

The fuse for the mirror turn signals on a 2015 Chevy Silverado 1500 is located in the instrument panel fuse block, which is on the driver's side of the dashboard.
To locate the fuse for the mirror turn signals, you will need to consult the owner's manual or the fuse diagram on the fuse block cover. The specific fuse number for the mirror turn signals may vary depending on the vehicle's options and trim level.
Once you have located the fuse, you can check if it is blown by visually inspecting it. If the fuse is blown, replace it with a new one of the same amperage rating. If the new fuse also blows, there may be an underlying electrical issue that will need to be diagnosed and repaired by a qualified mechanic.
Check your fuses and replace any that are blown. Usually the cigarette lighter fuse also powers the DLC (data link connector) with this fuse blown the scan tools can not communicate with the OBD2 system.
You most likely have a blown Auxilliary Power Outlet fuse. (Happens all the time) The Auxilliary Power Outlet fuse also powers you Data Link Connector (DLC). If the DLC has no power, the computer scanner will not communicate with the engine computer. Check Fuse #7 (25 Amp) in the instrument panel fuse block. (See diagram)
It is possible that the scan tool that the shops are using, is powered independently from the OBD11 connector, but the testing station relies on the connector for power and if the fuse for it is blown, they get no data and you fail. I've attached a picture of the connector and where you should see 12 volts. Get a test light and check this pin, if you have no power between this pin and ground, you either have a blown fuse or a wiring problem
