Check your fanbelt in the engine bay, It is uncommon for an 8 year old Toyota to have a heater fan problem, however they are reasonably easy to access from underneath in the passengers footwell . It may have a leaf or something sucked into the unit .

I get a squealing noise under the dash and my abs light and handbrake light is on

You most likely have a wheel bearing going out. Try to identify which is squeeling. As these go you will notice a rust film on the wheel rim and the side of the car that is going bad.

Heater fan only works on high after replacement of heater core

It's very possible the fan motor has quit. The squealing noise is caused from motor bearing failure. As the bearings wear out or dry up the motor is harder to turn and require more current to run the motor. On lower speeds, the motor runs off a series of resistors that reduce the amount of voltage and current so the fan runs a lower speeds. If the bearings are worn, there is not enough voltage or current to turn the motor and that's probably the humming noise your hearing.
Good observation by the way.
Let me know.
