TURNED IT BACK ON AND IT DROVE FINE EXCEPT THE CHECK ENGINE LIGHT IS STILL ON. ALSO EARLIER THIS WEEK HAD IT IN FOR INSPECTION AND MECHANIC PUT ON A NEW TIMING BELT AND WATER PUMP. The pcm will try to "guess" if it is not recieving the input it is needing from the sensors and that could be the reason that your vehicle ran "fine" after restart. there is still a reason that the mil lamp came on. needs to be scanned to retrieve the code for proper diagnosis

Honda Civic car will not go over 20 miles per hour and doesn't and doesn't go over 3000rpm stopped in park or even driving after 10 miles

This is known as "get me home" mode/limp mode.
It is designed for you to get the car safely to the side of the road. Needs to go to a garage as there is a fault somewhere which will probably need attaching to a computer to investigate.

Sputtering engine while in passing gear

At 150000 miles the plugs start to fail under hard acceleration the higher compression blows out the spark before it ignites the fuel. Random cylinder misfire causes the check engine light to come on. change the plugs!

Car drives like if it has no gas

If the check engine light is ON, first pull up and interpret the codes.
If the light is OFF while driving the car, check for any vacuum leaks, fuel filter for clogged, and fuel pump pressure (38 - 44 psi).

Overheating in 2001 Honda Civic

Check thermostat first. Maybe not the problem but new thermostat and housing gasket are very cheap and with this many miles it wouldn't hurt to install new one anyway. Just a little labor.

Timing belt might have slipped a tooth causing the engine to misfire. Check that the crankshaft and camshaft is in the correct position and the tensioner is working properly. Ideally, if the timing belt is replaced, the tensioner and the water pump also has to be replaced. Or you might be able to just replace the spring for the tensioner. A less than $5 part.

Check your spark plugs. or your distributer., You may have a fouled plug or faulty/worn cap and rotor. The spark plug wires too can cause probs.
